Actually, large chunks of Defence are sub contracted out to what are effectively "mini CASAs". because they are allegedly more efficient.
The net effect has been to lobotomise the engineering and support capabilities of the services. The fire and deaths on HMAS Westralia for example were a direct result of a dumb engineering decision by a contractor and not one EO caught on to something that any trained marine engineer would know was lethal.
